This paper develops a proposal for an effective implementation of Law 4019/2011 and the national strategy for social entrepreneurship in Greece. Social Cooperative Enterprises aim mainly at the reduction of unemployment through the creation and sustainment of new jobs.
The national strategy for social entrepreneurship set the operational framework that is based on support mechanisms and financial tools.
The purpose of the proposal is a) an efficient and effective implementation of the legislative and regulatory framework in the area of social economy and social co-operative enterprises and b) a contribution to the formulation and implementation of an innovative social policy.
A basic condition for an optimal application of the law is the healthy functioning of a social economy ecosystem that will put emphasis on new players and on new forms of financing and cooperation.
