This paper will explore some of the key issues with the implementation of personalisation in England, particularly personal budgets, in relation to increasing choice and control and improving outcomes for people who use adult social care and support.

It will also examine some of the service design, commissioning and market reforms needed for the personalisation of the English adult social care system.
Finally it will cover some of the current issues with continuing to implement personalisation in the context of severe public sector funding cuts and the effect of some council funding decisions on personal budget recipients.
